Early
Learning Center (ELC) was founded in 1989 as the Child Care
and Parenting Program. In July 2003 the California Department of
Education, recognizing St. Joseph Center's reputation for quality
care, asked us to take over an existing state childcare contract
at a preschool located just four blocks from our main facility.
When our staff moved in, it was as the Early Learning Center. When
our new building is completed
in 2007, it will house ELC in two state-of-the-art childcare classrooms.
ELC serves 32 homeless,
formerly homeless, and low-income children ages 18 months to five
years. One classroom serves toddlers (age 18-36 months) and the
other serves preschoolers (three to five year-olds). With a focus
on children's cognitive, emotional and social development, as well
as physical health and nutrition, the program consults with a licensed
clinical social worker, who helps staff and parents to address developmental
issues of concern.
Parents must be
working or in school for their children to qualify to attend ELC.
Parents also receive case management and participate in monthly
parenting classes (parents of toddlers and preschoolers receive
separate, age-appropriate instruction). A wide variety of arts and
literary activities and community outings enhance classroom activities.
Volunteer time in the classroom gives parents the opportunity to
practice new parenting skills and observe positive role modeling
from their peers and staff.

classroom support that helps teachers be more effective and responsive
